Administrator permissions are fixed — if they could be unticked you could lock every account out of user management. Changes apply the next time each person acts.
Security
This gate controls the interface, not the data. Anyone able to open this file in a browser can bypass it, so keep the file somewhere only trusted people can reach. Enforcing this properly needs a server.
